シューティングゲーム(9)WIC + Direct2D でSprite表示

WIC+Direct2Dでビットマップ描画してみた。
読み込みの部分はほとんどサンプルのままで、スマポにしたのとエラーを例外で飛ばすようにし、ビットマップを返り値にしたところが変更点。
